Frank Bisignano Has Been Confirmed as the New Commissioner of the Social Security Administration

Washington, D.C. – May 6, 2025

The United States Senate voted to confirm Frank Bisignano to lead the Social Security Administration as its Commissioner today. Despite opposition from Democrats, he was confirmed in a 53-47 vote.

Mr. Bisignano was nominated to the role by President Donald Trump In December 2024. On January 28, 2025, the Senate received message that this nomination was withdrawn, but Trump later restored it again, according to The Hill.

 

Frank Bisignano is a businessman and the president and CEO of Fiserv. He previously served as the CEO of First Data and COO of JPMorgan Chase. He is a registered Republican and known as a long-time supporter of the Republican Party and Trump, having donated hundreds of thousands of dollars to Republican campaigns and the Trump Victory in 2019, according to his Wikipedia page.

Members of the Senate raised concerns about Bisignano’s communications with Elon Musk and his team at “DOGE” or the Department of Government Efficiency.

 

“I don’t know if this is a DOGE issue. I think we have a leadership issue, and that’s why I’m hopeful, if I’m to be confirmed, that I will be in charge of the agency.”

 

 

 

In his confirmation hearing, Bisignano told senators that he felt the issues within SSA stemmed from the interim commissioner, Leland Dudek. Bisignano blamed Dudek for any issues going on at SSA currently, stating that, “We have somebody in the acting role and you hear him in the papers every day.” Continuing his point, he said, “I don’t know if this is a DOGE issue. I think we have a leadership issue, and that’s why I’m hopeful, if I’m to be confirmed, that I will be in charge of the agency.” See more on this here.

Trump appointed Dudek as Acting Commissioner on February 17, 2025. He has been serving in the head role until a nominee was confirmed. Prior to Dudek, Trump appointed Michelle King as Acting Commissioner on January 20, 2025. Her tenure proved to be short-lived, as she was ousted on February 16, 2025. Before Michelle King was another interim commissioner, Carolyn Colvin. She took on the role after Biden appointee, Martin O’Malley, resigned from his position in November 2024 with aspirations to run the Democratic National Committee. Martin O’Malley is the former Governor of Maryland and a candidate for the 2016 Democratic presidential nomination. He began his term as 17th Commissioner of the Social Security Administration in December 2023. His term was set to expire on January 19, 2025.

The Social Security Administration, or “SSA,” is a federal agency that runs programs providing retirement, survivor benefits, and disability benefits, as well as supplemental security income to eligible individuals. Bisignano’s confirmation comes amidst constant changes at the agency at the direction of Trump and his administration. Many fear the agency and the people it helps are under attack, and that the changes being put in place may put the application process, wait times, awards of benefits and more at risk of taking drastically longer and inefficient, potentially slowing the administration down to a halt.

The Trump Administration recently asked the Supreme Court to grant DOGE access to the data of millions of Americans kept by SSA after a federal judge blocked Musk and his team from accessing that data. Musk has falsely claimed that millions of deceased Americans are still receiving social security checks.

Frank Bisignano will serve the American people as the 18th Commissioner of Social Security. His term is for six years, ending January 19, 2031.
